CONSTITUTION AS IT IS. “I am unprepared to declare a constitutional competency in Congress to abolish slavery in the States”—A Lincoln;— or in other words, “The incompetency of Congress to do what they were expressly elected and delegated to do, viz., to enact laws to protect and enforce the object, letter and spirit of the Constitution,” “I claim not to have controled events, but confess plainly that events have controled [text is unclear].—or in other words, “I have neither exercised my judgment, conscience, or humanity on the moral question of slavery.”
